Thomas P. McGonigle is the managing partner of the Delaware office and a member of the Business Litigation Practice Group. His practice focuses on commercial litigation and administrative law, affordable housing and community development, and government and regulatory matters. He currently serves as counsel to the Delaware State Housing Authority.
Mr. McGonigle served as chief legal counsel and policy director to former Delaware Governor (and now U.S. Senator) Thomas R. Carper. In that role, he supervised all legal operations for the governor's office, and as policy director, he developed the governor's policy and legislative agenda and implemented the legislative strategy.
Mr. McGonigle recently served by appointment of current Delaware Governor Ruth Ann Minner as vice-chair of a task force investigating a controversial hostage rape incident at Delaware's largest prison. By appointment of Governor Minner, he also serves as chair of the Delaware Nursing Home Residents Quality Assurance Commission and a member of the Delaware Criminal Justice Counsel. In addition, Mr. McGonigle recently served on the transition teams of Delaware's newly elected Insurance Commissioner Matthew Denn and newly elected County Executive for New Castle County, Christopher A. Coons.
Mr. McGonigle is a former Deputy Attorney General in Delaware, in which capacity he primarily handled securities and consumer fraud cases. Prior to serving as a Deputy Attorney General, he served as a law clerk to the Honorable Richard R. Cooch, Resident Judge for the Superior Court of the State of Delaware. Mr. McGonigle is admitted to practice in Delaware and Pennsylvania and is a member of the Delaware and American bar associations. He is a graduate of The Dickinson School of Law (J.D., 1992) and Elizabethtown College (B.A., 1989).
